HMO Services

There is growing demand for HMO properties in Brighton and HMO licensing can seem daunting and expensive. D&L Property Services are the Brighton and Hove experts in HMO compliance and maintenance. To date we have completed over 500 HMO refurbishments to fully comply with Brighton and Hove Council conditions of HMO License, including both national and local Article 4 HMO regulations.

National Regulation

The Housing act 2004 requires landlords of HMOs to apply for licenses. The HMOs that need to be licensed are as follows;

Local Regulation

In addition to the above on 5 April 2013, an article 4 direction relating to houses in multiple occupation (HMO's) comes into force in five electoral wards within Brighton and Hove.

In those wards, the direction means that a planning application will be required to change the use of a single dwelling house to a small house in multiple occupation.  Small HMOs are properties lived in by between three and six people where facilities such as a kitchen or bathroom are shared. 

Licenses are issued for a period of 5 years and a new license has to be applied for when they expire. Licenses are not transferable and a new application is necessary if a property changes hands. We can manage the license applications, therefore remove the stress of any essential work needed. As well as guiding and advising landlords, D & L Property Services is responsible for liaising with the council to ensure we are kept fully up to date with all regulations and can obtain the license with ease.

HMO Upgrades

We manage all aspects of HMO Licensing from submission of the license right through to completion. We will initially carry out a survey, draw up a schedule of works and at this stage can give an estimate for the work. Typically all HMO properties will require the installation of fire alarm and detection system, fitting fire doors and ensuring the fire & safety requirements are met. However each property is different and we are happy to advise before you begin the process. Our aim is to carry out the upgrading works as cost effective as possible and within the minimum impact on the property. HMO License Renewal

D&L Property Services Ltd. offer a highly competitive license renewal service from start to finish. As HMO properties are inspected by council staff, we can visit and identify any maintenance issues that require to be attended to before the property can be cleared for license. Typically issues will include adjustments of door closers, repairs to fire alarms and renewal of bath and shower seals. These are all works that can be carried out by D&L Property Services Ltd.

We deal with Brighton & Hove city council on a daily basis and have established an excellent working relationship with the relevant departments, all to the benefit of our clients. Our maintenance service can be used at any time, if for example you rent to students we can help with all general maintenance including rubbish removal, professional cleaning and inspections to ensure your property is being looked after.
